- Opening of the Meeting
Ms. Higginbottom, Convener of the JTC 1 Special Working Group
on Accessibility (SWG-A), called the first meeting to order on 11 April
2005 and thanked the meeting sponsors: British Standards Institute (BSI),
Sheffield Hallam University and Ufi learndirect.
- Introduction of Participants

The agenda (JTC 1 N 7764) was approved with the following revisions:

The first meetings of the SWG-A Task Groups (Task Group 1: User
Requirements and Task Group 2: Accessibility Standards Inventory
and Gap Analysis) were scheduled for the week of 18 July 2005 in North
America.
The SWG-A and its two Task Groups will meet the week of 12 September
2005 in Japan.
- Close of the Meeting
The first meeting of the JTC 1 Special Working Group on Accessibility
was adjourned on 12 April 2005.

SWG-A Sheffield Resolution 1: JTC 1
SWG on Accessibility Terms of Reference
The JTC 1 SWG on Accessibility confirms its Terms of Reference as
contained in JTC 1 N 7688.

SWG-A Sheffield Resolution 2: Establishment
of a Task Group on User Requirements (SWG Objective 1)
In order to implement the gathering of user requirements, as per
SWG Objective 1, and being mindful of the varied and unique opportunities,
the JTC 1 SWG on Accessibility establishes a Task Group on User Requirements
with the following Terms of Reference:
- The task group will seek participation from application area
users (user organizations as well as end users) and will involve and
reference existing efforts rather than duplicating their work. National
Bodies, as well as other SWG members, will be asked to encourage, and
if possible, facilitate end user participation on this task group activity.
- The task group will also seek participation and input from regional
research initiatives/programs as an additional source of information
for this activity.
- The task group will develop a detailed plan for this activity
taking into consideration the following:
- management of the plan
- measurable outcome (including metrics as to when the User Needs
Summary is mature enough to be used in the gap analysis)
- how the information gathered will be structured and coded and
where the information will be stored
- mapping of the domain
- 2-3 year plan for the activity
- resourcing the activity: who and how
- no prioritization of user requirements
- synchronize timeline of activity with the Task Group on Accessibility
Standards Inventory
- Document JTC 1 N 7735 (User Needs Summary) is remanded to the
task group for consideration as a starting point for documenting user requirements.
- Dr. Gregg Vanderheiden will serve as the editor of the user requirements
summary.
- The following National Bodies and organizations expressed their
intent to participate on this task group: Australia, Canada, France,
Germany, Norway, UK, US, CEN/TC 224/WG 6, ITI, ITU-T SG 16, JTC 1/SC 7,
JTC 1/SC 35, and W3C/WAI. A call for participation will be issued
following the Sheffield meeting.
- The first task group meeting should be contiguous with the meeting
of the Task Group on Accessibility Standards Inventory and Gap Analysis
and should be held the week of 18 July 2005. Mr. John Gill and Mr. Michael
Takemura are appointed Co-Conveners of the JTC 1 SWG on Accessibility
Task Group on User Requirements.
- The Task Group on User Requirements will report on its progress
at the September 2005 meeting of the JTC 1 SWG on Accessibility.

SWG-A Sheffield Resolution 3: Establishment
of a Task Group on Accessibility Standards Inventory and Gap Analysis
(SWG Objectives 3 and 4)
In order to implement the gathering and publication of an inventory
of all known accessibility standards efforts, as per SWG Objective 3,
and to identify areas/technologies where standards are not being addressed,
as per SWG Objective 4, the JTC 1 SWG on Accessibility establishes a Task
Group on Accessibility Standards Inventory and Gap Analysis with the following
Terms of Reference:
- The task group will seek input directly from user organizations
as well as end users, government agencies, standards development organizations,
industry, academic institutions, consortia/fora, and others to develop
the inventory of accessibility standards efforts.
- The task group will develop a detailed inventory and gap analysis
of accessibility standards efforts taking into consideration the following:
- management of the inventory and gap analysis
- measurable outcome (including metrics as to when the Accessibility
Standards Inventory is mature enough to be used in the gap analysis)
- how the information gathered will be structured and coded and
where the inventory and gap analysis will be stored
- mapping of the domain
- plan for resources to support the ongoing activity
- synchronize timeline of activity with the Task Group on User
Requirements
- Document JTC 1 N 7736 ((Startingpoint for an) Inventory of International,
National, and Regional Standards and Known Works in Progress related
ICT and People with Disabilities - Version 2.4) is remanded to the task
group for consideration as a starting point for an inventory of accessibility
standards efforts.
- The following documents reviewed at the Sheffield meeting
are submitted for incorporation into the inventory of accessibility standards
efforts:

- Mr. Richard Hodgkinson will serve as the editor of the inventory
of accessibility standards efforts.
- Ms. Josée Auber will serve as the editor of the gap analysis
document.
- The following National Bodies and organizations expressed their
intent to participate on this task group: Australia, France, Japan,
US, UK, ITI, JTC 1/SC 35, JTC 1/SC 37, and W3C/WAI. A call for participation
will be issued following the Sheffield meeting.
- The first task group meeting should be contiguous with the meeting
of the Task Group on User Requirements and should be held the week of
18 July 2005. Mr. Dave Sawdon is appointed Convener of the JTC 1
SWG on Accessibility Task Group on Accessibility Standards Inventory and
Gap Analysis.
- The Task Group on Accessibility Standards Inventory and Gap Analysis
will report on its progress at the September 2005 meeting of the JTC
1 SWG on Accessibility.

SWG-A Sheffield Resolution 4A: Accessible
and Publicly Available Documents
The JTC 1 SWG on Accessibility resolves that its documents will
be accessible and publicly available. It is the author’s responsibility
to provide contributions and documents in accessible formats.

SWG-A Sheffield Resolution 4B: Accessible
Meetings
The JTC 1 SWG on Accessibility resolves that its meetings will be
accessible. It is the host’s responsibility to ensure meetings are accessible
to those who register and attend.

SWG-A Sheffield Resolution 5: Public
Laws, Policies/Measures and Guidelines for Accessibility (SWG Objective
5)
In response to SWG Objective 5, JTC 1 National Bodies are asked
to provide information on public laws, policies/measures and guidelines
for accessibility. The responses will be compiled for consideration
by the JTC 1 SWG on Accessibility.

SWG-A Sheffield Resolution 6: Promotion
of the Use of Globally Relevant Voluntary Standards (SWG Objective 6)
In response to SWG Objective 6, the JTC 1 SWG on Accessibility will
make use of all existing JTC 1 dissemination mechanisms, including websites,
National Bodies, etc. to make its materials widely available in accessible
formats.
The JTC 1 SWG on Accessibility will consider the appropriateness
of and methods for encouraging standards development organizations, including
JTC 1, to make their accessibility specifications publicly available
at no cost.

SWG-A Sheffield Resolution 7: Formal
Standardization Path for Consortia/Fora Efforts (SWG Objective
7)
Noting SWG Objective 7, the JTC 1 SWG on Accessibility, committed
to the value of an open and transparent standards development process,
will work with such consortia and fora where appropriate and if desired
to identify opportunities for them to submit their accessibility specifications
to JTC 1 through:
- Traditional standards development process, e.g., New Work Item
Proposals, CDs, WDs, FDISs
- The Publicly Available Specification (PAS) transposition process
- The Fast Track Process - The SWG encourages National Bodies to
actively seek additional input from the user community on fast tracked
accessibility standards.

Appreciation Resolutions
A. The JTC 1 SWG on Accessibility expresses its appreciation to
Mr. David Keech, British Standards Institution, and Mr. John Lawton,
Head of Equality and Diversity at Ufi learndirect, for their welcoming
remarks and expressions of support for the work of the JTC 1 SWG on Accessibility.

B. The JTC 1 SWG on Accessibility expresses its appreciation to
the National Body of the United Kingdom for arranging and hosting this
meeting in the excellent Sheffield Hallam University facilities and thanks
Ufi learndirect for providing the meeting room and the wonderful and most
appreciated morning and afternoon breaks and lunches. In particular, the
JTC 1 SWG on Accessibility expresses its special thanks to Mr. Andy Heath,
Mr. Matthew Love, Mr. Paul Manning, Mr. James Coxhead and the entire Sheffield
Hallam University team for their excellent preparation and hard work before
the meeting and their outstanding and flexible support during the meeting.

the SWG expresses its appreciation to the JTC 1 Chairman (Mr. Scott Jameson)
and Secretariat (Ms. Lisa Rajchel) for their excellent guidance at this
formation meeting.
